ST.LOUIS Developers hope to convert a decaying drive- in theater, an empty tarmac and several barren lots near East St. Louis City Hall into a multi-use complex, which would likely include a new Holiday Inn hotel.

Investors, led by Lester Petty, former East St. Louis city planner, plan to build a $25-million “City Center complex that will consist of a 100-  to 200-room Holiday Inn four blocks from City Hall, a 12,000-square-foot retail building and an Amoco gas station nearby. The hotel is also expected to house office space on the first few floors, as well as a three-story parking. The project has been in development for three years. (8/23/00)
