TEMPE, AZ— Paragon, a Las Vegas-based developer, plans to build a mixed-use project here that includes a 240-room upper upscale hotel. According to local press reports, Paragon would build three towers on the 1.7 acre site, the tallest of which would be 26 stories. In addition to the hotel component, the project would include 370 condminium apartments, meeting space, retail outlets, a fitness center, and restaurants.
