BALTIMORE—RLJ Development, LLC said it is partnering with Quadrangle Development Corp. of Washington, D.C to submit an unsolicited bid to the city of Baltimore to acquire and develop two city-owned lots for the construction of a major convention hotel to be located adjacent to the Baltimore Convention Center and managed by Hilton Hotels Corp. The first phase of the proposed project will involve the construction of a 750-room convention center hotel with approximately 75,000 square feet of meeting space, a variety of food and beverage outlets, support facilities and 1,000 underground parking spaces. The hotel will be connected to the Baltimore Convention Center by an aboveground, covered pedestrian walkway. In addition, should the City of Baltimore be selected for the super high-speed transport system known as Maglev, the proposed development will be able to accommodate a Maglev transit station. The development plans also call for the construction of a 250,000 square-foot office building, which will serve as world headquarters for Catholic Relief Services (“CRS”), an international assistance agency with approximately 350 local employees and an annual budget of approximately $350 million. The development site, known as Parcels 6A and 7A, is bounded by Pratt Street to the north, Camden Street to the south, Paca Street to the west and Howard Street to the east. Eutaw Street separates the two lots. The lots are located directly across from both the convention center and Oriole Park at Camden Yards, and are within walking distance from the Inner Harbor entertainment and business district.
