MACAU, CHINA— Macau is expected to announce the winners of its international casino license tender on Friday and break a decades-old local gaming monopoly. Twenty-one companies, including U.S. casino operator MGM Mirage, entered the race for three operating licenses in the former Portuguese colony on the south China coast.
